  16. <p>In the back room, party elders pick a fresh but docile leader
  17. </p>
  18. <p>    Following its humiliating defeat in last month's
  19. upper-house elections, Japan's ruling Liberal Democratic Party
  20. groped for ways to restore its scandal-ridden reputation. Last
  21. week the majority of the party threw its support behind a single
  22. candidate for Prime Minister, Toshiki Kaifu, 58, but it is
  23. doubtful whether his selection has done much to restore the
  24. party's honor.

  26. <p>    Right after the elections, the L.D.P. announced that it
  27. would select a new leader by ballot rather than through the kind
  28. of back-room parleying that brought Noboru Takeshita and Sousuke
  29. Uno to power. While party members nominated three candidates,
  30. senior power brokers reverted to habit and backed Kaifu, a
  31. faceless and seemingly malleable Diet member, as Prime Minister.

  33. <p>    Kaifu is little known except for his oratorical talent and
  34. his pleasant personality. Those were exactly the qualifications
  35. that appealed to such influential L.D.P. members as Takeshita
  36. and former Foreign Minister Shintaro Abe. They see Kaifu as
  37. young and attractive enough to appeal to the public but docile
  38. enough to heed his elders. Anyone more outspoken could threaten
  39. the delicate balance among the party's four major factions,
  40. which operate like separate clubs and compete for Cabinet posts.
  41. </p>
  42. <p>    Kaifu, though regarded as a bright and rising legislator,
  43. boasts few achievements during nearly three decades in the
  44. Diet, except for serving twice as Education Minister. "He's a
  45. good-natured person," says Mitsuo Tomizuka, a former labor
  46. leader who once negotiated with Kaifu. "But I worry about
  47. whether he can lead people, whether he can assert independence."
  48. </p>
  49. <p>    The L.D.P. chieftains may like Kaifu's marionette
  50. qualities, but the real test for the party will be the next
  51. elections for the lower house, which are expected within a year.
  52. The opposition parties were quick to decry Kaifu's candidacy as
  53. a sign that the L.D.P. would not reform itself along more
  54. democratic lines. The L.D.P. hopes that Kaifu, the star of his
  55. university debate team, will simply outspeak his opponents.
